What matters for an MSME is where that growth localises. Mobile assembly concentrated near a handful of large campuses; the component and sub-assembly layer beneath it — enclosures, cable assemblies, PCB assembly, magnetics, connectors, moulded parts — is far more dispersed, and far more accessible to a first factory.

Sealed, anti-static flooring
Bare concrete sheds particles continuously. In an assembly area that is a yield problem, not a housekeeping one. Epoxy or equivalent sealing with defined ESD properties in the assembly zone is the baseline.
Clean, stable power
Placement machines and reflow ovens are sensitive to sag and interruption in a way that a lathe is not. Metered supply that lets you see your own quality of power, plus properly sized backup, is worth more here than raw sanctioned load.
Separated goods flow
Incoming components, work in progress and finished goods should not cross. That is a layout decision constrained by where your doors are — which makes it a building decision, taken before you sign.

Where the policy sits
Electrical, Electronics & Scientific Instruments is thrust sector 04 of the nine named in Haryana’s Progressive MSME & Export Promotion Policy 2026, notified on 29 July 2026 in supersession of HEEP 2020 and the MSME Policy 2019. Thrust-sector status is what unlocks the capital investment subsidy; sectors outside the list can still claim the infrastructure and employment provisions, but not that one.
The bigger change is how location is graded. The 2026 policy sets the rate by the status of the land rather than by how developed the district is — four categories, Core through Prime/Focus.
