On 29 July 2026 Haryana notified the Progressive MSME & Export Promotion Policy 2026, superseding HEEP 2020 and the MSME Policy 2019. The new policy sets incentives by the status of the land rather than by district — and our industrial parks fall within Prime/Focus, the highest of its four categories. Here is what that is worth, taken line by line from the gazette.
This is the part most buyers have not caught up with. The 2026 policy does not grade land by how developed the district is. It grades it by notified status — and the gap between the bottom and the top tier is worth crores on a mid-sized project. The highlighted column is where our parks sit.

Take a small engineering unit on a one-acre plot: ₹6 crore of eligible capital investment, a ₹3.5 crore term loan, 40 employees on Haryana local rolls. Nothing exotic — a fairly ordinary first factory. Here is roughly what the policy returns, at the Prime/Focus rate.

The last line matters as much as the first. Clause 3.6 caps everything a single project can draw at 100% of its fixed capital investment — so the schemes stack, but not without limit. Anyone quoting you an uncapped number has not read the policy.
The capital investment subsidy is for thrust-sector manufacturing MSMEs and exporters, on new, expansion or diversification projects. These are the nine the policy names. We have written a siting guide for each.
Agri-based, food processing and allied is also a thrust sector, but sits under a separate notification — the Haryana Agri-Business & Food Processing Policy 2026. If that is your line, the route is different but the support is comparable; our agro and food processing guide covers the siting side.
Warehousing, 3PL and cold chain are not named as thrust sectors, so the capital subsidy does not reach them. The infrastructure and employment provisions still do, and the case for siting here is unchanged — see our warehousing and cold chain guides. We would rather say that plainly than let you find out at the application stage.
Interest subvention on pre- and post-shipment export credit, up to ₹10 lakh a year. Plus 40% of your ECGC premium, and freight subsidy up to ₹30 lakh a year at the Prime/Focus rate — double what Intermediate areas get.
Mukhya Mantri Pratham Niryatak Protsahan Yojna — 33% assistance up to ₹20 lakh a year for three years, for units exporting for the first time.
A dedicated Haryana Sectoral Credit Guarantee Fund for micro and small units, at CGTMSE-aligned fees. The policy names new exporters in Prime and Sub-Prime areas specifically.
Of your business insurance premium, up to ₹5 lakh a year for three years — for new and existing micro and small enterprises alike.
100% of the employer’s EPF contribution for five years on staff hired through Haryana Kaushal Rozgar Nigam — and the employee’s share too, by direct transfer.
The transitional clause lets a unit that had already taken effective steps opt for HEEP 2020 instead, if production starts within two years. Arranging land counts as an effective step. Worth a conversation.
The policy carries a restrictive list, on grounds of pollution, water scarcity or planning. We would rather you see it here than discover it after buying land.
If you are in dyeing or dye intermediates, note the exception carefully: those units qualify only with zero liquid discharge. That is a real design decision, and it needs to be made before you build, not after.
Scheme-level operating guidelines are due within three months of notification. Crucially, clause 3.7 says a scheme not yet being notified does not prevent an eligible investor from applying — so there is no reason to wait.
Check your product against the nine thrust sectors. If you are in agri or food processing, a separate 2026 policy applies — the incentives are comparable, the notification is different.
