Moulding is an electricity business with a factory attached. Judge a site on what it can supply, not on what it costs per acre.
A power bill with a factory attached
Injection moulding, extrusion and blow moulding are electricity businesses. Machine hours convert almost directly into kilowatt-hours, and the difference between a well-supplied site and a poorly-supplied one shows up in the monthly bill long before it shows up anywhere else. If you are evaluating plots on price per acre alone, you are measuring the wrong thing.
The second constraint is granule storage. Polymer arrives in bulk, is hygroscopic, and needs to stay dry and segregated by grade. Moulders routinely underestimate how much floor a properly organised raw-material store consumes — and then lose production floor to it.
Where the sector is going
India's plastic exports reached US$ 12.5 billion in FY26, against US$ 11.5 billion in FY25. The Plastics Export Promotion Council has set a target of US$ 25 billion by 2027 — roughly a doubling — served by more than 2,500 exporters across the value chain into over 200 countries.
The largest export segments are plastic raw materials (US$ 2.9 billion), films and sheets (US$ 1.9 billion) and FIBC, woven sacks and tarpaulin (US$ 1.8 billion). Toys and sports goods sit inside the same thrust-sector definition under the Haryana policy, which matters if you are moving into that space.

Sanctioned load, honestly assessed
Work out your connected load from the machine schedule, not from a rule of thumb per square foot. Then ask what the site can actually deliver, and what the route to increasing it looks like. Metered supply is what lets you verify the answer afterwards.
Height for material handling, not just machines
Moulding machines are not tall. Silos, hoppers, conveying lines and racked granule storage are. Eight metres of clear height is about material handling, not about the press.
Cooling water and its return
Chillers and cooling towers need space, drainage and access. Plan the utility yard as part of the plot, not as an afterthought squeezed against a boundary wall.

Where the policy sits
Rubber & Plastic (including Toys and Sports) is thrust sector 06 of the nine named in Haryana’s Progressive MSME & Export Promotion Policy 2026, notified on 29 July 2026 in supersession of HEEP 2020 and the MSME Policy 2019. Thrust-sector status is what unlocks the capital investment subsidy; sectors outside the list can still claim the infrastructure and employment provisions, but not that one.
The bigger change is how location is graded. The 2026 policy sets the rate by the status of the land rather than by how developed the district is — four categories, Core through Prime/Focus.
